Governance Structure
Non-profit co-operatives allow the assets to be collectively governed by its members.
To strengthen governance, the Board of New Brunswick Collaborative Housing Co-operative will include representation from the housing co-op communities and from non-resident members. The non-resident members will bring specific skills to the housing co-operative. Currently, the Board is made up of all non-resident members until the first assets are obtained.
The Board will have up to five (5) members, with a majority being non-resident directors. This arrangement allows for experienced individuals to guide the co-op’s development, recognizing that resident members may not initially be available. As the co-op gains assets and resident members, these members can actively participate in governance and propose adjustments to the structure. Resident members will also be eligible to run for Board positions.
The founding NBCHC Board comprises four (4) non-resident members, each selected for their expertise and deep understanding of the co-operative housing sector.
Board Members
Janet Flowers
Janet spent several years at BC Housing working closely with the non-profit sector focusing on financing for affordable housing development and at CMHC first on Granville Island and then in Ottawa in the Affordable Housing Division.
Janet joined the City of Fredericton’s Planning and Development team in 2023 in the newly created Affordable Housing Development Coordinator role. Her primary focus is implementing the City of Fredericton’s Affordable Housing Strategy and working with the development community to implement initiatives under the Housing Accelerator Program.
Gary Glauser
Born in Saskatoon and raised in Regina, Gary completed an Honors BA in Economics at the University of Regina and volunteered in Jamaica with CUSO. Starting in 1975, he had a 30-year career with Canada Mortgage and Housing Corporation, focusing on social housing in various roles across Canada. Post retirement, he served as Executive Director on the NB Non-profit Housing Association and on the Board of the Canadian Housing and Renewal Association. A long-distance runner who ran the 100th Boston Marathon, Gary now lives in Fredericton with his wife, Linda, enjoying their extended family of 11 grandchildren.
Kit Hickey
Kit has over 42 years of housing experience and has spent her career advocating for affordable housing. She is the Executive Director at Housing Alternatives Inc. Kit is qualified in all aspects of management including human resource management, accounting, business planning, government relations and development. She is the past President of the New Brunswick Non-Profit Housing Association, Secretary/Treasurer of the board of The ONE Change Inc. and is the Board Secretary of the Housing Hub of New Brunswick.
Judy Loukes
Judy Loukes is a graduate of UNB and resides in Fredericton. She has been an advocate for Affordable Housing and has spent 25 years working in the Housing Not for Profit Sector in Senior positions. Judy was a founding member of the Fredericton Non Profit Housing Corporation and New Brunswick Non Profit Housing Association and Youth in Transition, an organization that provides housing and support services for 16 -19 year old youths that are unable to live at home.
